Modifications to Trapper Education Program for Labrador

Due to the geographical distinction of the Labrador region and associated high cost of program delivery, Kevin Aylward, minister responsible for wildlife, has announced some modifications to the trapper education program. Trapper education is a mandatory pre-requisite to licensing, and was originally announced in 1995. The Newfoundland and Labrador Trappers Association (NLTA) are the main delivery agents for the program. It has been phased in geographically throughout the province, beginning in the western portion of the island in 1996, the eastern portion in 1997 and this year, implementation will be completed in Labrador.

"It has come to my attention that through no fault of their own, some long time trappers may not be able to avail of trapper education courses originally scheduled for September. I am therefore advising my staff that for this year and in Labrador only, persons who receive a legitimate receipt from the NLTA as proof of registration in the course may receive a trapping license."

According to Paula O'Keefe, trapper education coordinator with the NLTA, courses were scheduled to be conducted in many coastal Labrador communities early this fall. "Unfortunately, if we were to proceed with training in September as planned, a significant portion of existing trappers would not be at home to participate due to their involvement in the fishing industry. Delaying the courses until late October and early November will ensure that most trappers have a legitimate opportunity to participate."

The Newfoundland and Labrador Trappers Association have been extremely busy during the past few years delivering trapper education courses. Since February 1996, over 75 courses have been offered and over 1,400 trappers trained. Minister Aylward noted that in light of increasing pressures on the trapping industry, trapper education is vital in ensuring the continued viability of the industry.
