Premier announces senior
appointments
Premier Brian Tobin today
announced a number of appointments of senior officials. All appointments
(except as noted) are effective January 1, 1999.
Brian Maynard will become Deputy
Minister of Mines and Energy. He currently serves as Assistant Deputy
Minister - Energy in the same department.
Mr. Maynard replaces Fred Way
who is to be appointed Vice-Chair of the Canada-Newfoundland Offshore
Petroleum Board (CNOPB).
Mike Samson will become Deputy
Minister (Acting), Labrador and Aboriginal Affairs Secretariat, Executive
Council. He currently serves as Executive Director - Aboriginal Affairs in
the secretariat.
Mr. Samson replaces Harold
Marshall who will become Vice-Chair of the Public Service Commission. Grant
Chalker, the current vice-chair, is reaching the end of his term.
Bruce Saunders will become
Assistant Deputy Minister - Energy (Acting). He currently serves in the
Department of Development and Rural Renewal as Assistant Deputy Minister,
Small Enterprise Development.
Doug Smith will become Assistant
Deputy Minister (Acting), Labrador and Aboriginal Affairs Secretariat. Mr.
Smith currently serves as senior policy analyst in the secretariat.
Donna Kelland will become
Assistant Deputy Minister (Acting) - Government Services in the Department
of Government Services and Lands. She currently serves as Senior Policy
Analyst - Economic Policy Division, Cabinet Secretariat.
William Parrott will become
Assistant Deputy Minister (Acting) - Crown Lands, in the Department of
Government Services and Lands. He currently serves as Director of Crown
Lands, Crown Lands Division in the department. Mr. Parrott replaces Wilson
Barfoot who will undertake a special assignment in the department.
Bill Stirling will become
Assistant Deputy Minister (Acting) - Small Business in the Department of
Development and Rural Renewal. Mr. Stirling currently serves as Director,
Corporate Development Group in the Department of Industry, Trade and
Technology.
Luanne Leamon will become
Assistant Deputy Minister - Literacy in the Department of Education. For the
last year she has been on special assignment with the government's Literacy
Strategic Planning Unit where she has been involved in the development of a
Strategic Plan on Literacy.
Rachelle Cochrane will become
Executive Director - Labour (Acting) in the Department of Environment and
Labour. She currently serves as Director, Social Policy, Intergovernmental
Affairs Secretariat. This appointment will take effect on February 1, 1999.
Bruce Hollett, who was recently
appointed as Deputy Minister, Industry, Trade and Technology, will also
assume responsibility for the Voisey's Bay Secretariat. Bill Rowat, who has
served as the government's chief advisor on this file, is returning to a
deputy minister's position in the federal government. The premier expressed
his deep appreciation for Mr. Rowat's valuable work.
In addition to these
appointments, a number of senior officials who have been serving in an
acting capacity have been confirmed in their positions.
These are: Margaret Allen,
Assistant Deputy Minister - Tourism and Recreation, Department of Tourism,
Culture and Recreation; Beverley Clarke, Assistant Deputy Minister -
Community Health, Department of Health and Community Services; Jennifer
Jeans, Assistant Deputy Minister, Women's Policy Office; and Terry Paddon,
Assistant Deputy Minister - Fiscal Policy, Department of Finance.

BRIAN MAYNARD
Appointed as
Deputy Minister
Department of Mines and Energy
Brian Maynard began his
career in government in 1983 as an auditor with the Department of the
Auditor General. He served as Director of the Hibernia Project
Monitoring Committee in Executive Council from 1991 to 1996. From 1996
to 1998 he was Director, Department of Mines and Energy, Petroleum
Projects Monitoring. He has held the position of Assistant Deputy
Minister, Department of Mines and Energy since July 1998. Mr. Maynard
graduated with a Bachelor of Commerce Degree from Memorial University of
Newfoundland in 1983 and is a Chartered Accountant.
MICHAEL SAMSON
Appointed as
Deputy Minister (Acting)
Labrador and Aboriginal Affairs Secretariat
Michael Samson began his
career with the provincial government in 1988. He has worked in policy
positions with a number of government departments, most notably with the
Native Policy Branch of Executive Council. He was appointed to the
position of Executive Director, Aboriginal Affairs, Executive Council in
1998. Mr. Samson holds a B.A. in Political Science and Economics from
Acadia University and undertook graduate studies in Canadian Government
and Newfoundland Politics at Memorial University.
BRUCE SAUNDERS
Appointed as
Assistant Deputy Minister (Acting) - Energy
Department of Mines and Energy
On graduation from the
Bachelor of Commerce Degree program at Memorial University, Bruce
Saunders worked as a communications consultant with Newfoundland
Telephone Company Limited. He joined the provincial public service in
September 1975 as an industrial development officer with the Department
of Industrial Development. Since September 1978, Mr. Saunders'
experience has been with the Newfoundland and Labrador Development
Corporation, Enterprise Newfoundland and Labrador and the Department of
Development and Rural Renewal in various roles, most recently Assistant
Deputy Minister, Avalon/Enterprise Services with the Department of
Development and Rural Renewal.
DOUG SMITH
Appointed as
Assistant Deputy Minister (Acting)
Labrador and Aboriginal Affairs
Doug Smith joined the
provincial public service in April 1995 and has worked as a senior
policy analyst with Intergovernmental Affairs Secretariat and with
Cabinet Secretariat. A graduate of Memorial University with Bachelor of
Arts and Bachelor of Education degrees, Mr. Smith has worked as a
teacher, a library technician, and has owned and operated his own
consulting business. He also served as Executive Director of the
Newfoundland and Labrador Federation of Municipalities. He has been
active in a number of organizations including the Canadian General
Standards Board, Executive Committee and Advisory Council to the
Minister of Supply and Service; Postal Services Customer Council
(Atlantic Region); and, the Premier's Round Table on the Environment and
the Economy.
DONNA KELLAND
Appointed as
Assistant Deputy Minister (Acting) - Crown Lands
Department of Government Services and Lands
Donna Kelland joined the
provincial public service in December 1985 as a farm management
specialist with the Department of Rural, Agricultural and Northern
Development. She continued with that department as Manager, Farm
Development programs, from May 1987 to February 1989, when she took the
position Director, Farm Business and Evaluation Division, with the
Department of Forest Resources and Agrifoods. Her most recent position
was Senior Policy Analyst, Economic Policy with Cabinet
Secretariat. Ms. Kelland holds a Master of Science degree in
agricultural economics and a Bachelor of Science (Agriculture) from the
University of Guelph. She is a professional agrologist and is a member
of the Newfoundland and Labrador Institute of Agrologists/Agricultural
Institute of Canada
WILLIAM PARROTT
Appointed as
Assistant Deputy Minister (Acting)- Crown Lands
Department of Government Services and Lands
William Parrott began his
career with the provincial government in 1977 as Regional Lands Manager,
Labrador with the Department of Forestry and Agriculture. He has also
served as Regional Lands Manager for the Central Region and as Land
Management Specialist in St. John's. From 1988 to 1992 he worked as
Assistant Director of Crown Lands, Crown Lands Division, Department of
Environment and Lands. Since 1992 he has served as Director of Crown
Lands, Crown Lands Division of the Department of Government Services and
Lands. Mr. Parrott holds a B.A. in Economic Geography and an M.A. in
Historic Geography from Memorial University of Newfoundland.
BILL STIRLING
Appointed as
Assistant Deputy Minister (Acting) - Small Business
Department of Development and Rural Renewal
On graduation from Memorial
University of Newfoundland with a Master of Business Administration
degree in April 1990, Bill Stirling worked as co-ordinator for the
Avalon West Community Futures Committee. Mr. Stirling was self-employed
as a business consultant from 1990 to 1992. He then took the position of
Manager with the Bishop's Falls Development Corporation. Later, he
joined the Department of Industry Trade and Technology as Director,
Corporate Development Group. Mr. Stirling is a member of the North
Atlantic Islands Project Advisory Committee on Small-Scale Manufacturing
and a member of the board of directors of the Conservation Corps
Newfoundland and Labrador.
HAROLD MARSHALL
Appointed as
Vice-Chair,
Public Service Commission
Harold Marshall has an
extensive background in business and government. On graduation from the
civil engineering technologist program at Algonquin College in Ottawa,
Mr. Marshall worked as assistant area manager, Newfoundland area,
engineering and architectural division of National and Historic Parks.
Early in his career, he held positions with Beaver Construction
(Ontario) Limited, Churchill Falls (Labrador) Corporation, BRINEX
(British Newfoundland Exploration Co.), Gull Island Power Company
Limited and Woodward's Group of Companies. He took on the position of
executive director of the Happy Valley-Goose Bay Development Corporation
in June 1984, and in April 1985 joined the federal public service,
working with Public Works Canada in Happy Valley-Goose Bay. In November
1988, Mr. Marshall joined the Atlantic Canada Opportunities Agency as
regional manager, Labrador, and in May 1990 he joined the provincial
public service as vice-president, Labrador with Enterprise Newfoundland
and Labrador Corporation. His most recent position was Deputy Minister,
Labrador and Aboriginal Affairs Secretariat.
FRED WAY
Appointed as
Vice-Chair,
Canada-Newfoundland Offshore Petroleum Board
Fred Way has enjoyed a long
and successful career in the provincial public service. He first joined
the public service as an economist with the Economic Research and
Analysis Division of Treasury Board/Department of Finance, in 1971. He
has held various positions with Intergovernmental Affairs and Cabinet
Secretariat including: Assistant Deputy Minister, Intergovernmental
Affairs Secretariat from 1983 to 1990; Secretary to Cabinet for
Intergovernmental Affairs from 1990 to 1994; Secretary to Cabinet from
1994 to March 1996. Most recently he served as Deputy Minister,
Department of Mines and Energy. Mr. Way holds a bachelor of arts degree
in economics from Memorial University of Newfoundland and studied
economics at the graduate level at Memorial University from 1972-74.
LUANNE LEAMON
Appointed as
Assistant Deputy Minister - Literacy
Department of Education
Luanne Leamon began her work
with government in 1979 as social policy advisor to the premier. From
1985 to 1998 she served as Assistant Deputy Minister, Women's Policy
Office, Executive Council. Since last January, she has served as
Assistant Deputy Minister with government's Literacy Strategic Planning
Unit where she has been responsible for working with stakeholders in the
development of a Strategic Plan on Literacy for the province. Ms. Leamon
holds bachelors degrees in English and Philosophy and a Masters Degree
in Philosophy, all from Memorial University of Newfoundland.
RACHELLE COCHRANE
Appointed as
Executive Director - Labour (Acting)
Department of Environment and Labour
Rachelle Cochrane began her
career in government 10 years ago as a labour market analyst in the
Department of Education. Over the years, she has served in a various
roles including Manager, Policy and Program Research in the Department
of Employment and Labour Relations and with the Department of Education,
as Project Director in the Department of Environment and Labour, and
most recently as Director, Social Policy, Intergovernmental Affairs
Secretariat. Ms. Cochrane holds a Bachelor of Arts from Memorial
University.
BRUCE HOLLETT
Appointed as
Deputy Minister
Responsible for the Voisey's Bay Project
Bruce Hollett has worked
with provincial government for 16 years. He was appointed as Deputy
Minister of Industry, Trade and Technology in October 1998. Previous to
that he served as the Assistant Deputy Minister for the Voisey's Bay
Project Secretariat. Other positions have included assistant deputy
minister of fiscal and tax policy, Department of Finance; director of
social and fiscal policy, Intergovernmental Affairs Secretariat;
director of fiscal policy, Department of Finance; and manager of fiscal
planning and analysis for the Fiscal and Tax Policy Branch, Department
of Finance. From 1997 to 1998, Mr. Hollett served as Assistant Deputy
Minister in the Voisey's Bay Project Office. Mr. Hollett worked as a
private consultant and industry analyst before coming to government. He
holds a Masters of Business Administration from York University and a
Bachelor of Commerce from Memorial University of Newfoundland.
MARGARET ALLEN
Appointed as
Assistant Deputy Minister, Tourism
Department of Tourism, Culture and Recreation
Margaret Allen began her
career with government in 1987 as a budget analyst with Treasury Board
Secretariat. Since that time she has held various positions, including:
Intergovernmental Affairs Analyst; Departmental Program Coordinator with
the Department of Fisheries; Implementation Coordinator with Cabinet
Secretariat; Program Review Secretariat; Director of Policy and
Strategic Planning with the Department of Industry, Trade and
Technology; and most recently Senior Policy Analyst with the Economic
Policy Division of Cabinet Secretariat. Ms. Allen holds a Master of
Business Administration and a Bachelor of Arts (Honours), both from
Memorial University of Newfoundland.
JENNIFER JEANS
Appointed as
Assistant Deputy Minister
Women's Policy Office
Jennifer Jeans has worked in
the public service for nearly 19 years. She spent 11 years as both a
senior analyst and a director in the Intergovernmental Affairs
Secretariat, where she provided senior level policy monitoring, analysis
and advice in a wide range of resource, social and economic policy
areas. She also worked for one year on secondment to the former
Department of Social Services, where she was the senior analyst
responsible for managing that departments strategic planning process.
From 1996 to 1998, she has been a policy analyst in the Cabinet
Secretariat, where she was responsible for providing advanced planning,
policy development, evaluation support and advisory services to the
Cabinet, its policy committees and departments in the area of social
policy. Ms. Jeans has a bachelor of arts in anthropology from Memorial
University.
BEVERLEY CLARKE
Appointed as
Assistant Deputy Minister - Community Health
Department of Health and Community Services
Beverley Clarke's career as
a health professional spans 17 years. A graduate of Memorial University
with a bachelor of social work degree and a graduate of the master of
social work program at Carleton University in Ottawa, Ms. Clarke is
currently completing a PhD in social work at Memorial University. Ms.
Clarke has worked in the addictions field for most of her career,
including most recently the position of director of addictions services
with the Department of Health and Community Services. In addition to her
work with the Department of Health and Community Services, Ms. Clarke
taught part-time at Memorial University's School of Social Work for the
past seven years. Ms. Clarke has served as president of the Newfoundland
and Labrador Association of Social Workers and, in recognition of her
efforts to implement a mandatory registration process for social workers
in the province, she received the Canadian Association of Social Workers
Distinguished Service Award in 1995.
TERRY PADDON
Appointed as
Assistant Deputy Minister - Fiscal Policy
Department of Finance
Terry Paddon began his
career in the financial industry as an audit manager and staff
accountant with Ernst and Young in 1978. From there he worked as a
controller with Murry and Co. and later as corporate controller with the
Hart Group of Companies. Mr. Paddon joined the provincial public service
as manager, tax audit with the tax administration branch of the
Department of Finance in 1990. His career in the public service
continued with the fiscal and tax policy branch, where he worked as
senior policy advisor and, most recently, Director, Tax Policy. Mr.
Paddon holds a Bachelor of Commerce degree from Memorial University of
Newfoundland and was admitted to the Institute of Chartered Accountants
of Newfoundland in 1980.
