Premier announces appointment of senior officials

Premier Brian Tobin today announced the appointment of several senior government officials.

Robert Noseworthy will become Chairperson and Chief Executive Officer of the Newfoundland and Labrador Housing Corporation (NLHC), in addition to his responsibilities as Deputy Minister of Municipal and Provincial Affairs.

John Abbott, who was Chairperson and Chief Executive Officer (Acting) with NLHC, will take on the position of Associate Deputy Minister with the Department of Health and Community Services.

Two other appointments were announced within the Department of Municipal and Provincial Affairs and NLHC. Baxter Rose will become Executive Director - Policy and Planning (Acting), while Wayne Churchill will take on the position of Executive Director - Engineering (Acting). The positions are responsible for both Municipal and Provincial Affairs and NLHC.

Municipal and Provincial Affairs Minister Art Reid welcomed the appointments, saying the moves complete restructuring plans within the department and NLHC. "The move to consolidate and streamline our senior management structure will enhance the quality of services to clients of both organizations," said the minister.

Clyde Granter has been appointed Deputy Minister responsible for the Cultural Infrastructure Project in the Department of Works, Services and Transportation. The project includes a new art gallery and archives, as announced by the Premier in September.

All appointments are effective October 19, 1998.

Robert Noseworthy
appointed as
Chairperson and Chief Executive Officer
Newfoundland and Labrador Housing Corporation

Robert Noseworthy has a strong background in housing, having held several key positions during his 20-year career with Newfoundland and Labrador Housing Corporation including Senior Vice-President, Corporate Affairs. Prior to his appointment in 1997 as Deputy Minister of Municipal and Provincial Affairs, Mr. Noseworthy served as Chairperson and Chief Executive Officer of NLHC, a position he had held since June, 1989. Mr. Noseworthy is a graduate of Memorial University of Newfoundland and holds an engineering degree from the Technical University of Nova Scotia, as well as a masters of business administration from The University of Western Ontario.

John Abbott
appointed as
Associate Deputy Minister
Department of Health and Community Services

John Abbott began his career with the Government of Newfoundland and Labrador in 1980, progressing from Fiscal Policy Officer in the Department of Finance to Director of Economic and Social Programs with the Intergovernmental Affairs Secretariat. Through the years, Mr. Abbott has served in a variety of positions including: Executive Secretary to the Senior Expenditure Review Committee; Assistant Secretary to Treasury Board; Deputy Minister of Municipal and Provincial Affairs; and, most recently, Chairperson and Chief Executive Officer (Acting) of Newfoundland and Labrador Housing Corporation. Mr. Abbott holds a master of arts degree in public administration from Carleton University in Ottawa and a bachelor of arts degree in political science from Memorial University of Newfoundland.

Baxter Rose
appointed as
Executive Director - Policy and Planning (Acting)
Department of Municipal and Provincial Affairs
and Newfoundland and Labrador Housing Corporation

Baxter Rose began his career with the Newfoundland and Labrador Housing Corporation in 1977 as an accountant. In the years since, he has held various positions with NLHC including: Senior Internal Auditor; Senior Management Analyst; Manager Private Non-profit Housing; Director - Program Delivery; Program Planner; and, since 1996, Director - Programs. Mr. Rose is a certified general accountant and holds a certificate of vocational education (honours).

Wayne Churchill
appointed as
Executive Director - Engineering (Acting)
Department of Municipal and Provincial Affairs
Newfoundland and Labrador Housing Corporation

Wayne Churchill began his engineering career with the Canadian National Railway in 1971 as an assistant regional engineer. Since that time he has held numerous positions including: Town Manager for the Town of Conception Bay; Local Government Assistant Engineer with the Department of Municipal and Provincial Affairs; Manager of Municipal Planning and Design Engineering with Municipal and Provincial Affairs; and Director of the Municipal Engineering Services Division for the department. Mr. Churchill received an engineering diploma from Memorial University of Newfoundland in 1969 and graduated from Dal-Tech (formerly Nova Scotia Technical College) in 1971 with a bachelor of engineering degree in civil engineering.

Clyde Granter
appointed as
Deputy Minister
Cultural Infrastructure Project
Department of Works, Services and Transportation

Clyde Granter began his career with the Government of Newfoundland and Labrador in 1977 as an organization and management officer with Treasury Board Secretariat. Through the years, he has held various positions with Government including: Assistant Deputy Minister - Industrial Services with the Department of Development; Deputy Minister with the Department of Development and Tourism; Deputy Minister with the Department of Mines and Energy; Deputy Minister with the Department of Tourism, Culture and Recreation; Deputy Minister with the Department of Works, Services and Transportation; and, Chairperson and Chief Executive Officer with Newfoundland and Labrador Housing Corporation. Mr. Granter holds an engineering diploma and a bachelor of science degree in mathematics from Memorial University of Newfoundland, as well as a bachelor of engineering degree in industrial engineering from the Nova Scotia Technical College.
