Signing of Labour Mobility Agreement

Premier Brian Tobin and Premier Lucien Bouchard today formally signed a labour mobility agreement in Montreal.

"The signing of this agreement is a positive move for the Province," said Premier Tobin. "In addition to formally recognizing the qualifications and work experience of construction workers and contactors in Newfoundland and Labrador and Quebec, it creates a level playing field for workers and companies in both provinces."

Premier Tobin announced on March 6 that both provinces had reached an agreement on labour mobility. The agreement, entitled Newfoundland and Labrador-Quebec Agreement on Labour Mobility and Recognition of Qualifications, Skills and Work Experience in the Construction Industry, ensures that Newfoundland and Labrador residents have full and fair access to employment opportunities in the construction industry in Quebec, as Quebecers presently enjoy in this province. The agreement has received widespread industry and union support from across the province.

Until now, construction labour law in Quebec divided the province into regions, giving residents in each region preference in construction and related employment in their home area. These residency regulations have restricted employment for residents of this province in Quebec. There have never been any restrictions on Quebec residents who wish to work in Newfoundland and Labrador.

"Today's official signing creates new opportunities for Newfoundland and Labrador workers and suppliers," noted the premier. "Newfoundland and Labrador workers will no longer face discrimination on the basis of their province of residence when they seek work in the Quebec construction industry."
