Premier Tobin announces appointment of senior officials

 

Premier Brian Tobin today announced the appointment of senior government officials.

Effective May 4, 1998, Joan Dawe will become deputy minister of Health. Ms. Dawe returns from recent retirement from the public service. (Consistent with government policy, Ms. Dawe's public service pension will be suspended during her period of service as Deputy Minister of Health).

Ms. Dawe replaces Dr. Robert Williams, who is taking a position with the St. John's Health Care Corporation as chief medical officer.

Other recent appointments, now in effect, include Florence Delaney as assistant deputy minister, Support Services, Department of Health. Ms. Delaney moved from the position of Assistant Secretary to Cabinet for Social Policy.

Vivian Randell is the new Assistant Secretary to Cabinet for Social Policy. She was the Director of Planning and Policy with the Department of Human Resources and Employment.

Bruce Hollett has been appointed as Assistant Deputy Minister, Fiscal Policy, with the Department of Finance. He is serving as Director of the Voisey's Bay Project Secretariat.

Pamela Walsh has been appointed as Assistant Deputy Minister, Advanced Studies, Department of Education. She comes to the job from her position as Director of Programs with the College of the North Atlantic.

Margaret Allen has been appointed to the position of Assistant Deputy Minister, Tourism (Acting) with the Department of Tourism, Culture and Recreation. She moves to the post from her position as Senior Policy Analyst with the Economic Policy Division of Cabinet Secretariat.

Tim Murphy is the new Assistant Deputy Minister (Acting), Intergovernmental Affairs Secretariat, Executive Council. He was previously Director of Social and Fiscal Policy in Intergovernmental Affairs Secretariat.

JOAN DAWE
Appointed As
Deputy Minister
Department of Health

Ms. Dawe began her career in the health care field 35 years ago as a nurse. Through the years she has served in a number of positions, including: Assistant Director of Nursing - Dr. Charles. A. Janeway Child Health Centre; Associate Director of Nursing, Assistant Administrator and Associate Executive Director - St. Clare's Mercy Hospital; Executive Director of the St. John's Hospital Council; Assistant Deputy Minister - Community Health; and before her retirement, as Deputy Minister with the Department of Human Resources and Employment. Ms. Dawe holds a Bachelor of Arts from Memorial University, as well as having graduated from St. Clare's Mercy Hospital School of Nursing.

FLORENCE DELANEY

Assistant Deputy Minister (Support Services)
Department of Health

Florence Delaney has 25 years experience in the public sector. She began her career as an administrative officer with the Department of Consumer Affairs. Since then she has held various positions including: organization and management analyst with Treasury Board Secretariat; management analyst, Department of Finance; Director of Finance and General Operations, Department of Works, Services and Transportation; Director of Budgeting, Treasury Board Secretariat; Assistant Deputy Minister, Finance and Administration, Department of Education; and most recently as Assistant Secretary to Cabinet for Social Policy. Ms. Delaney holds a Bachelor of Commerce from Memorial University of Newfoundland.

VIVIAN RANDELL

Assistant Secretary to Cabinet
Executive Council

Vivian Randell began her career in the public service three decades ago as a social worker. Since that time she has held a number of posts within the Department of Social Services, including that of Provincial Child Adoptions Coordinator, Assistant Director of Child Welfare, Director of Staff Development, Director of Day Care and Homemaker Services, and most recently as Director of Policy and Planning with the Department of Human Resources and Employment. Ms. Randell holds a Master of Arts from McMaster University and a Bachelor of Arts and a Bachelor of Social Work from Memorial University.

 

BRUCE HOLLETT
Appointed As
Assistant Deputy Minister, Fiscal Policy
Department of Finance

Bruce Hollett began his career as an industry analyst for the Economic Council of Canada in 1978. He came to government in 1982 as Manager of Fiscal Planning and Analysis and Acting Director of Federal-Provincial Fiscal Relations, Department of Finance. Since that time he has held the posts of Director of Fiscal Policy with the Department of Finance and Director of Social and Fiscal Policy, Intergovernmental Affairs Secretariat. He is serving as Director of the Voisey's Bay Project Secretariat. Mr. Hollett holds a Master of Business Administration from York University and a Bachelor of Commerce (Honours) from Memorial University.

 

PAMELA WALSH

Assistant Deputy Minister, Advanced Studies
Department of Education

Pamela Walsh began her career in the field of education as a science instructor in 1977. Over the years she held various positions, including: Director/Coordinator of Continuing Education at Eastern College of Applied Arts in Clarenville, Director of Programs at the same college, and most recently as Director of Programs for the College of the North Atlantic. Ms. Walsh holds a Master of Education (Administration), a Bachelor of Science and a Bachelor of Education, all from Memorial University of Newfoundland.

 

 

MARGARET ALLEN
Appointed As
Assistant Deputy Minister, Tourism (Acting)
Department of Tourism, Culture and Recreation

Margaret Allen began her career with government in 1987 as a budget analyst with Treasury Board Secretariat. Since that time she has held various positions, including: Intergovernmental Affairs Analyst; Departmental Program Coordinator with the Department of Fisheries; Implementation Coordinator with Cabinet Secretariat; Program Review Secretariat; Director of Policy and Strategic Planning with the Department of Industry, Trade and Technology; and most recently Senior Policy Analyst with the Economic Policy Division of Cabinet Secretariat. Ms. Allen holds a Master of Business Administration and a Bachelor of Arts (Honours), both from Memorial University of Newfoundland.

 

TIMOTHY MURPHY
Appointed As
Assistant Deputy Minister (Acting)
Intergovernmental Affairs Secretariat

Timothy Murphy began his career with government as a program coordinator with the Department of Fisheries in 1987. Over the years he has held a number of positions, including: Financial Analyst, Produce Development Officer, and Fisheries Analyst/Coordinator for the Department of Fisheries; Analyst, Director of Regional Development, Director of Resource and Economic Policy, and Director of Social and Fiscal Policy with Intergovernmental Affairs Secretariat. Mr. Murphy holds a Bachelor of Commerce from Memorial University.
