Premier Comments on the Issue of Quebec and
a Unilateral Declaration of Independence

Premier Brian Tobin has today indicated his support for the federal government's reference to the Supreme Court of Canada on the possible unilateral declaration of independence by Quebec.

"The reference by the Government of Canada to the Supreme Court is not about limiting the right of Quebecers to express their views on the future of Quebec within Canada nor is it about holding Quebec in Canada against the clearly expressed will of Quebecers," said the premier.

The premier and the Government of Newfoundland and Labrador are firmly convinced that any process which could lead to the breakup of Canada must be based on the rule of law and not on unilateral decisions by one jurisdiction in the Federation.

The premier said: "A unilateral declaration of independence would undermine political stability, endanger our civic order, and cast into doubt the rights and interests of Quebecers and all Canadians.

"The possible secession of Quebec from Canada is an issue that would impact directly on the entire country and on all Canadians. Consequently, the Government of Quebec cannot expect to determine the rules of secession entirely on its own. All Canadians deserve and demand a voice in the debate on the future of their country."

The premier's comments coincided with an unofficial visit to Newfoundland and Labrador by a delegation from the separatist Bloc Quebecois. Bloc members have been trying to promote the separatist agenda supporting the possibility of a unilateral declaration of independence by Quebec.
