Environmental Assessment Bulletin

Environment and Labour Minister Oliver Langdon has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the regional office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown for each item.

NEW UNDERTAKINGS REGISTERED:

1998 Sawfly Spray Program (Central and Western Newfoundland)
Proponent: Department of Forest Resources and Agrifoods

The proponent proposes to aerially apply the chemical insecticide, trichlorfon (Dylox), to selected forest areas in two locations: (i) St. George's Lake-Grand Lake area to control the balsam fir sawfly and (ii) south of Grand Falls-Windsor off the Bay d'Espoir highway near Sunday Lake to control the yellowheaded spruce sawfly. These areas are mainly silviculturally treated stands that are forecast to suffer significant defoliation in 1998. The purpose of the spray program is to reduce insect population levels during the larval feeding stages, to minimize the loss of old foliage and thereby allow tree growth and prevent potential tree mortality. In addition to the operational program, the proponent proposes to conduct experimental trials to determine the minimum amount of Dylox required to give maximum foliage protection and insect control. The spray program is tentatively scheduled to begin mid-July 1998. The project was registered on April 9, 1998. Public comments must be received by May 15, 1998 and the minister's decision is due on May 24, 1998.

Upper Gullies Poultry Processing Facility
Proponent: Holiday Farms

The proponent proposes to construct and operate a poultry processing facility on their 17 acre farm on the main highway in Upper Gullies, Conception Bay South. Access to the site will be via an existing road. Construction of a building approximately 30 feet x 45 feet is tentatively scheduled to begin in June 1998 and be completed by the fall of 1998. The project was registered on April 8, 1998, public comments must be received by May 15, 1998 and the minister's decision is due on May 23, 1998.

Stephenville Mineral Composite Moulding Facility
Proponent: Tulmont Industries Inc.

The proponent proposes to convert a vacant facility located at 1100 Port Harmon in Stephenville to a mineral composite moulding plant. The plant will manufacture products for the construction industry and also the funeral trade. Renovation activities will include aesthetic and functional upgrading. Plant operation is expected to commence in the spring of 1998. The project was registered on April 9, 1998, public comments must be received by May 15, 1998 and the minister's decision is due on May 24, 1998.

Five Year Forest Management Plan For District 7 (Bay d'Espoir)
Proponent: Department of Forest Resources and Agrifoods

The proponent has submitted the five year forest operating plan for Crown Land in District 7. District 7 covers a total land area of 604,130 ha with productive forest land amounting to 17.9 per cent concentrated in the Bay d'Espoir highway/Milltown/St. Alban's Area. The plan describes past forestry activities, the allocation of wood supply and harvesting, silvicultural areas, road construction, habitat protection and environmental protection and land use. The project was registered on April 14, 1998, public comments must be received before May 15, 1998 and the minister's decision is due on May 29, 1998.

ENVIRONMENTAL IMPACT STATEMENT REQUIRED:

Frenchman's Cove Golf Course Extension
Proponent: Grande Meadows Golf Course Association

The minister has directed the proponent to prepare an environmental impact statement (EIS) on the Site A (Airstrip proposal) to determine if the project will have significant environmental impacts. Project and baseline informational requirements include but are not limited to: potential environmental impacts on the hydrological regime of the area, in particular the town's well water supply and additional information on project design and operation. If the EIS determines that there are unacceptable impacts or significant risks to the town's water supply, the proposal may be rejected. An Environmental Assessment Committee will be appointed by the minister to meet with the proponent to elaborate on the environmental concerns to be addressed in the EIS. The proposed alternate Site B, Frenchman's Cove Provincial Park, is protected under the Provincial Parks Act and as such cannot be allocated for use as a golf course.

NO ENVIRONMENTAL ASSESSMENT REQUIRED:

The minister has decided that an environmental impact statement is not required for the following undertaking which has recently been registered and examined by government and the public. The undertaking is released subject to other regulatory and permitting requirements.

- Hampden Integrated Sawmill
