Province Announces Highway Construction Program
for 1997-98
Julie Bettney, Minister of Works, Services and Transportation
announced that $97 million will be spent on provincial highways
during this construction season. Included is $20 million for
upgrading 80 kms of the Trans Labrador Highway between Happy
Valley-Goose Bay and Churchill Falls.
"These projects represent significant construction
activity in the province this year and will generate substantial
benefits for the local construction industry," says Minister
Bettney. "A safe, efficient and integrated network of
highways and community access roads is essential to support the
province's economic and social objectives. This government, with
ongoing federal cooperation, is committed to ensuring that this
network is developed and maintained."
Newfoundland and Labrador Road Builders Association President
Len Knox says: "We are very encouraged by the $32 million
increase in total spending allocated to the roads system in 1997
as compared to 1996. Combined with the province's commitment to
the Trans Labrador Highway, we will see a return of hundreds of
jobs to our industry, and ultimately, a reduction in the
unemployment rate that currently exists in the industry".
The federal government, through existing agreements, is
providing $65 million of the total 1997-98 expenditures, of which
$54 million is from the Newfoundland Transportation Initiative
(Roads for Rails Agreement) signed in 1988. These funds are
allocated to begin new projects or complete existing ones.
The attached list identifies priority projects on a regional
and district basis. The minister also noted that the tendering
process will begin immediately.

TRANS-CANADA HIGHWAY PROJECTS
FOR FISCAL YEAR 1997/1998
- Modification to two bridges and removal of railway
overpass on Trans-Canada Highway at Clarenville.
- Paving a 9.0 km section of Trans-Canada Highway between
Norris Arm and Notre Dame Junction.
- Paving Trans-Canada Highway from Port aux Basques scales
towards Cape Ray Intersection, approximately 9.0 km.
- Replacement of North Branch River Bridge and removal of
the Old Railway Overpass Structure near North Branch.
- Grading Trans-Canada Highway from Triangular Pond to
Argentia Access Road, 9.5 km approximately.
- Widening Trans-Canada Highway at Grand Falls-Windsor to
four lanes from Cromer Avenue to East Industrial Access,
approximately 3.6 km.
- Resurfacing Trans-Canada Highway from end of previous
project east of Baie Verte Intersection to Springdale,
approximately 15.0 km.
- Construct three overpasses on Outer Ring Road.
- Paving Trans-Canada Highway from Little Rapids to Steady
Brook including surface course asphalt from Steady Brook
to Massey Drive. (Awarded in 1996).
- Grading Trans-Canada Highway from Little Rapids to
Pasadena. (Awarded in 1996).
SECONDARY HIGHWAYS PROJECTS
FOR FISCAL YEAR 1997/1998
- Paving Conception Bay North Bypass from Hodgewater Line
to Bay Roberts including overpass at North River.
- Paving Conception Bay South Bypass from Manuels Arterial
to Foxtrap Access Road.
- Resurfacing Route 80 from Heart's Content towards Green's
Harbour, approximately 18.0 km. (Continuation from
previous paving projects).
- Replace bridge on Route 10 at Cape Broyle along with road
alignment.
- Resurfacing Route 210 Burin Peninsula from Terrenceville
Intersection towards Swift Current, approximately 15.0
km. (Continuation from previous paving projects).
- Resurfacing Route 360 Bay D'Espoir Highway from end of
previous project towards Northwest Gander River,
approximately 17.0 km.
- Construction of bridge at West Brook on road from Main
Brook to St. Anthony Airstrip.
- Upgrade and resurface 14.0 km of Route 340 between Boyd's
Cove and Summerford. (Continuation from previous paving
Projects).
- Resurface Route 430 between Deer Lake and Wiltondale,
15.0 km.
- Construct Corner Brook Waterfront Access (Phase I) from
Lewin Parkway to Station Road.
- Construction of Goulds Bypass. (Phase I)
- Construction of overpass on Conception Bay South Bypass
at Easons Road and Dunns Hill Road.
- Complete Phase III of road from Main Brook to St. Anthony
Airstrip. (Awarded in 1996)

- Upgrading 80.0 kms of Trans Labrador Highway between
