Executive appointments announced in government departments

Premier Brian Tobin today announced a series of executive appointments in various departments.

Upon the retirement of Joan Dawe as Deputy Minister of Human Resources and Employment, Deborah Fry is appointed to replace her. Ms. Fry moves from the position of Deputy Minister of Education.

Wayne Green assumes the position of Deputy Minister of Education, moving from the position of Deputy Minister of Government Services and Lands.

Barbara Knight assumes the position of Deputy Minister of Government Services and Lands, moving from the position of Secretary to Cabinet for Intergovernmental Affairs.

Andrew Noseworthy assumes the position (now renamed) of Deputy Minister of Intergovernmental Affairs, moving from the position of Assistant Secretary to Cabinet, Economic Policy.

Gary Norris assumes the position of Assistant Secretary to Cabinet, Economic Policy, moving from the position of Assistant Deputy Minister, Environment, Department of Environment and Labour.

Ann Marie Hann assumes the position of Assistant Deputy Minister, Environment, Department of Environment and Labour, moving from the position of Assistant Deputy Minister, Labour (Acting) in the same department.

Alison Earle assumes the new position of Assistant Deputy Minister, Employment Programs, in the Department of Human Resources and Employment. Ms. Earle served on the Secretariat for the Canada/Newfoundland Labour Market Development Agreement, and was, for four years, Director of Youth Employment and Career Services.

Luanne Leamon assumes new duties as Assistant Deputy Minister on special assignment to the Literacy Development Council of Newfoundland and Labrador, moving from the Women's Policy Office.

In this assignment, Ms. Leamon will be responsible for developing a Strategic Plan for Literacy in the province.

Jennifer Jeans is appointed Assistant Deputy Minister (Acting), Women's Policy Office.

All appointments take effect January 1, 1998.

Premier Tobin expressed his appreciation to Ms. Joan Dawe, on the occasion of her retirement. "Ms. Dawe has had a distinguished career in the public service. I want to thank her for her exemplary contribution."

DEBORAH FRY

Appointed as Deputy Minister
Department of Human Resources and Employment

Deborah Fry has more than 17 years experience in progressively more responsible positions within the public service of Newfoundland and Labrador. She began as a Solicitor in the Department of Justice, where she also served four years as Associate Deputy Minister between 1987 and 1991. She has been Assistant Deputy Minister in the former Department of Labour, and was Deputy Minister of Employment and Labour Relations between 1991 and 1996. Since March 1996, Ms. Fry has been Deputy Minister of Education. Ms. Fry has also worked as a nurse, and holds both a Bachelor of Science in Nursing, and a Bachelor of Laws, from the University of Saskatchewan. She is active in a variety of professional and public service organizations.

WAYNE GREEN

Appointed as Deputy Minister
Education

 

Wayne Green has 25 years experience in the public sector, with 15 years at the Assistant Deputy Minister level. During his career, Mr. Green has served as a management analyst for Treasury Board Secretariat, as Assistant Deputy Minister for Labour and Manpower, Department of Career Development; Assistant Secretary to Cabinet for Social Policy; and most recently as Deputy Minister of Government Services and Lands. Mr. Green holds a Bachelor of Commerce from Memorial University.

BARBARA KNIGHT

Appointed as Deputy Minister
Government Services and Lands

Barbara Knight has 24 years experience in the public service, the majority of which has been spent in senior advisory roles to Cabinet. She served five years as a Director of Programs in the Intergovernmental Affairs Secretariat, eight years as Assistant Secretary to Cabinet for Intergovernmental Affairs, and two years as Assistant Secretary to Cabinet, Planning and Resource Policy, in Executive Council. Since September, 1995 Ms. Knight has been Secretary to Cabinet for Intergovernmental Affairs. She holds a Master of Arts in Political Science from the University of Toronto and a Bachelor of Arts in Philosophy and Political Science from Memorial University.

ANDREW NOSEWORTHY

Appointed as Deputy Minister
Intergovernmental Affairs

Andrew Noseworthy has spent 13 years in the public service, where he gained considerable experience in policy development and intergovernmental negotiations with respect to fisheries and international relations. He has been involved in a variety of senior advisory roles on issues such as low level military training in Labrador; international trade negotiations for the General Agreement on Tariffs and Trade (GATT), the North American Free Trade Agreement (NAFTA), and the Canada-US Free Trade Agreement (FTA); and the United Nations Conference on Straddling Fish Stocks. From 1994 to 1996, Mr. Noseworthy was Assistant Secretary to Cabinet for Intergovernmental Affairs. In July 1996 he was appointed Assistant Secretary to Cabinet, Economic Policy. In that role, he has provided policy analysis, advice and support to the Cabinet, two of its Committees (Economic Policy and Rural Revitalization), and to departments. Mr. Noseworthy has completed studies in political science at Memorial University.

GARY NORRIS

Appointed as Assistant Secretary to Cabinet,
Economic Policy, Cabinet Secretariat

Gary Norris has more than 20 years experience in the public service, 15 of which were spent in senior policy analysis positions with either Treasury Board Secretariat or Cabinet Secretariat. Since July 1996, he has served as Assistant Deputy Minister, Environment, in the Department of Environment and Labour. Mr. Norris has a Bachelor of Arts in Political Science and Business from Memorial University.

ANN MARIE HANN

Appointed as Assistant Deputy Minister,
Environment
Department of Environment and Labour

Ann Marie Hann has worked in the public sector for more than 10 years. As a senior Economic Policy and Planning Officer in Executive Council, she gained extensive experience in the provision of advanced planning, policy development, evaluation support and advisory services to the Cabinet, its policy committees and departments in the areas of economic and resource policy. Most recently, she served as Assistant Deputy Minister, Labour (Acting), in the Department of Environment and Labour. Ms. Hann has a Bachelor of Commerce and a Master of Business Administration from Memorial University.

ALISON EARLE

Department of Human Resources and Employment

Alison Earle has more than 18 years experience in the provincial public service. She has held a number of management positions in both human resources and organizational development with the Public Service Commission and the Treasury Board Secretariat. From 1993 to March 1997, she served as Director, Youth Employment and Career Services, Department of Development and Rural Renewal, where she was responsible for all career development services. During 1997, she also worked with the Secretariat for the Canada/Newfoundland Labour Market Development Agreement. She has a Master of Arts and a Bachelor of Arts from Memorial University.

LUANNE LEAMON

Assistant Deputy Minister
on Special Assignment to the
Literacy Development Council

Luanne Leamon has worked in the provincial government for nearly 19 years. For the past 12 years, she has been Assistant Deputy Minister responsible for women's issues, first in the former Department of Career Development and Advanced Studies, and since 1989, in the Women's Policy Office.

JENNIFER JEANS

Appointed as
Assistant Deputy Minister (Acting)
Women's Policy Office

Jennifer Jeans has worked in the public service for nearly 19 years. She spent 11 years as both a Senior Analyst and a Director (Acting) in the Intergovernmental Affairs Secretariat, where she provided senior level policy monitoring, analysis and advice in a wide range of resource, social and economic policy areas. She also worked for one year on secondment to the former Department of Social Services, where she was the Senior Analyst responsible for managing that department=s strategic planning process. Since 1996, she has been a Policy Analyst in the Cabinet Secretariat, where she was responsible for providing advanced planning, policy development, evaluation support and advisory services to the Cabinet, its policy committees and departments in the area of social policy. Ms. Jeans has a Bachelor of Arts in Anthropology from Memorial University.
