The following is being distributed at the request of the Institute of Public Administration of Canada (IPAC):

Annual IPAC National Conference in St. John's, August 24-27

The Institute of Public Administration of Canada (IPAC) will be holding their annual national conference in St. John's from August 24 to 27. This conference is special since it celebrates the 50th anniversary of the founding of IPAC, and is linked with the 500th anniversary of Cabot's arrival in Newfoundland.

Paul Dicks, Minister of Finance and Treasury Board, will address the group at a luncheon on Monday, August 25. Other interesting speakers who will be commenting on public administration and public policy issues at this conference include Sir Graham Day, John Crosbie, a number of Secretaries to Cabinet from across the country, several well known academics and private sector experts in the area of public administration, and other senior public policy practitioners.

Some of the issues under consideration include:

- exploring the kinds of public administrators who will be needed in the next decade;
- restructuring public management;
- accountability for the "public purse";
- the implications of megaprojects such as Voisey's Bay for public administration and policy;
- transfer payments and government "off-loading";
- alternative methods of service delivery;
- public administration and technology;
- and other themes including an emphasis on this province's history.
