Executive appointments announced in various government departments

Premier Brian Tobin today announced several executive appointments in various departments of government.

Barbara Wakeham is appointed as Deputy Minister, Works, Services and Transportation. Ms. Wakeham moves from the position of Deputy Minister, Government Services and Lands.

Wayne Green is the new Deputy Minister of Government Services and Lands. Mr. Green's previous position was Assistant Secretary to Cabinet for Social Policy.

Florence Delaney will assume the position of Assistant Secretary to Cabinet for Social Policy. She comes to that position from the Department of Education where she served as Assistant Deputy Minister, Finance and Administration.

Robert Young is appointed as Assistant Deputy Minister, Finance and Administration, Department of Education. Mr. Young's most recent position was Director of Budgeting, Treasury Board Secretariat.

The position of Assistant Deputy Minister, Transportation, for the Department of Works, Services and Transportation is being replaced by the new position of Assistant Deputy Minister, Corporate Services. Don Osmond will assume that post. He comes to the department from the position of Executive Director of Business Development, Newfoundland and Labrador Housing Corporation.

BARBARA WAKEHAM
Appointed as
Deputy Minister
Department of Works, Services and Transportation

Barbara Wakeham has been involved in municipal, federal and provincial governments for 24 years. During her career, she has served in various capacities including: senior economic analyst and Director, Prospect Development Division, Department of Industrial Development; Assistant Deputy Minister, Department of Industry and Technology; Assistant Deputy Minister of Lands, Department of Environment and Lands; Assistant Deputy Minister, Department of Natural Resources. Most recently, Ms. Wakeham served as Deputy Minister, Department of Government Services and Lands. She holds a Masters in Sociology, a Bachelor of Science in Biology and a Bachelor of Arts in Psychology, all from Memorial University of Newfoundland.

WAYNE GREEN

Wayne Green has 25 years experience in the public sector, 15 years at the Assistant Deputy Minister level. During his career, Mr. Green has served as a management analyst for Treasury Board Secretariat, as Assistant Deputy Minister for Labour and Manpower, Department of Career Development, and most recently as Assistant Secretary to Cabinet for Social Policy. Mr. Green holds a Bachelor of Commerce from Memorial University of Newfoundland.

FLORENCE DELANEY

Assistant Secretary to Cabinet for Social Policy
Executive Council

Florence Delaney has 24 years experience in the public sector. She began her career as an administrative officer with the Department of Consumer Affairs. Since then she has held various positions including: organization and management analyst with Treasury Board Secretariat; management analyst, Department of Finance; Director of Finance and General Operations, Department of Works, Services and Transportation; Director of Budgeting, Treasury Board Secretariat; and most recently as Assistant Deputy Minister, Finance and Administration, Department of Education. Ms. Delaney holds a Bachelor of Commerce from Memorial University of Newfoundland.

ROBERT YOUNG
Appointed as
Assistant Deputy Minister, Finance and Administration
Department of Education

Robert Young has worked in both federal and provincial government departments during his career as a public servant. Some of the positions he has held include: Director, Financial Services, Employment and Immigration; Director, Labour Market Programs, Employment and Immigration; Director, Regional Programs, Department of Regional Industrial Expansion; Director, Corporate Services, Atlantic Canada Opportunities Agency; and most recently, Director of Budgeting, Treasury Board Secretariat in the Government of Newfoundland and Labrador. Mr. Young holds a Masters of Business Administration from Dalhousie University and a Bachelor of Commerce from Memorial University of Newfoundland.

DON OSMOND
Appointed as
Assistant Deputy Minister, Corporate Services
Department of Works, Services and Transportation

Don Osmond has spent most of his career with the Newfoundland and Labrador Housing Corporation, where he held various posts, including: Site Manager, Mount Pearl New Town Development; Director, Metro Development Division; Director, Marketing and Sales Division; Executive Director, Development (Technical Services and Marketing); and most recently as Executive Director, Business Development. In addition, Mr. Osmond has lectured at Memorial University's School of Business, and has worked as a civil engineer. He holds a Masters of Business Administration, a Bachelor of Medical Science and a Bachelor of Engineering (Civil), all from Memorial University of Newfoundland.
