Premier announces changes of senior officials

Premier Brian Tobin today announced several changes of senior officials.

John Abbott is appointed as Deputy Minister of Works, Services and Transportation. Mr. Abbott most recently served as Deputy Minister of Municipal and Provincial Affairs.

Robert Noseworthy is appointed as Deputy Minister of Municipal and Provincial Affairs. He most recently served as Chairman/CEO of the Newfoundland and Labrador Housing Corporation.

Clyde Granter is appointed as Chairman of the Newfoundland and Labrador Housing Corporation. He most recently served as Deputy Minister of the Department of Works, Services and Transportation.

Ramona Cole is appointed as (Acting) Assistant Deputy Minister of Municipal Support in the Department of Municipal and Provincial Affairs. Ms. Cole most recently served as Director of Financial and General Operations with the Department of Works, Services and Transportation. Ms. Cole replaces Arthur Colbourne, who is retiring.

All appointments are effective January 3, 1997.

JOHN ABBOTT
Appointed as
Deputy Minister of Works, Services and Transportation

John Abbott joined the provincial public service with the Department of Finance in 1980. He has held several positions since that time, including Director of Economic and Social Programs with the Intergovernmental Affairs Secretariat. Mr. Abbott was Assistant Secretary to the Treasury Board from 1989-1996, and in March of 1996 was appointed as Deputy Minister of the Department of Municipal and Provincial Affairs, where he also held the position of Vice-Chairman of the Board of Directors of the Newfoundland Municipal Financing Corporation. In 1980, he received a graduate degree in public administration from Carleton University, and previously received a degree in political science from Memorial University. Mr. Abbott is also past Deputy Chairman of the Board of Directors of the former Newfoundland Computer Services Limited.

ROBERT NOSEWORTHY
Appointed as
Deputy Minister of Municipal and Provincial Affairs

Robert Noseworthy was appointed as Chairman and Chief Executive Officer of the Newfoundland and Labrador Housing Corporation (NLHC) in June 1989. He has a strong background in housing, having held several key positions during his 19 year career with the NLHC, including Senior Vice-President of Corporate Affairs. From 1974-1976, Mr. Noseworthy worked as a senior policy analyst with the Executive Council Secretariat. Previously he had also worked as a project engineer with Hussey's Limited. He is a graduate of Memorial University and holds an engineering degree from the Technical University of Nova Scotia, as well as a Masters of Business Administration from the University of Western Ontario.

CLYDE GRANTER
Appointed as
Chairman of the Newfoundland and Labrador Housing Corporation

Clyde Granter joined the provincial public service in 1977 as an organization and management officer with the Treasury Board Secretariat and has since held positions of increasing responsibility within the provincial government. In 1985 Mr. Granter was appointed as Deputy Minister of the Department of Development and Tourism, and has also served as Deputy Minister of Mines and Energy, Tourism, Culture and Recreation, and most recently Works, Services and Transportation. He has held a number of positions on boards, including Director of NORDCO and Director of C-CORE. He holds a Bachelor of Science from Memorial University and an engineering degree from Nova Scotia Technical College.

RAMONA COLE
Appointed as
(Acting) Assistant Deputy Minister - Municipal Support
Department of Municipal and Provincial Affairs

On graduation from the Bachelor of Commerce (Honours) program from Memorial University, Ramona Cole worked as an auditor with a St. John's Chartered Accounting firm. She subsequently worked as an auditor with Revenue Canada, and joined the provincial public service in 1982 as a budget officer with Treasury Board Secretariat. Ms. Cole also worked as a senior policy officer with the Executive Council Secretariat. Since 1990, she has held the position of Director of Financial and General Operations with the Department of Works, Services and Transportation. She is a long-time member of the Institute of Chartered Accountants of Newfoundland and received her Chartered Accountant designation in 1981.
