Environmental Assessment Bulletin

Environment and Labour Minister Oliver Langdon has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the Regional Office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.

NEW UNDERTAKINGS REGISTERED:

Paradise River to Valley's Bight (Labrador) Snowmobile Trail (Ptarmigan Trail Rerouting)
(Proponent: Eagle River Development Association)

The proponent proposes to develop a 150-160 km, two way winter snowmobile trail from Paradise River to Valley's Bight (Labrador) via Peter Lewis Brook. The route will consist of a right of way cut from the south side of Lake Melville at Peter Lewis Brook (east of Nevasik Island), and continue in a southerly direction, to the east of English River. The route then swings slightly to the west to cross White Bear River and follows in a southerly direction north of Chimney Tilt Pond. From here the route heads in a easterly direction to the community of Paradise River and then follows an existing snowmobile trail to Cartwright. Since the trail is intended for winter use, no bridge construction is anticipated and crossing of waterbodies will be by surface ice and compacted snow. Warming lodges will be erected every 50-60 km along the route, pit toilets will be erected every 25 km and trail markers will be located at 1 km intervals. Trail construction is tentatively scheduled to commence in January, 1998. The project was registered on October 14, 1997, public comments must be received by November 14, 1997 and the minister's decision is due on November 28, 1997.

Catalina Seal Processing Facility
(Proponent: Barry Group of Companies)

The proponent proposes to renovate the existing salt fish plant in Catalina to process seals skins to the dressed (tanned) stage and produce both food-grade and industrial seal oil and other seal products. The primary production facility will handle 10,000 skins per day, the oil production facility will produce all the fat and blubber associated with no less than 10,000 animals per day and the tanning plant will have a production capacity of approximately 400-500 skins per day. Renovation of the facility will involve an upgrade to the building's electrical system and its wharf as well as the construction of a seal oil production area and a tannery. The project was registered on October 14, 1997, public comments must be received by November 14, 1997, and the minister's decision is due on November 28, 1997.
