Environment and Labour Minister Oliver Langdon has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the regional office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.
The proponent proposes to build or lease/purchase a facility for the primary processing and tanning of seal hides and hides of other animals. The proposed structure will be located either in the town of Roberts Arm or Springdale. The facility will consist of a de-blubbering process taking the hide to a natural dry skin as well as a finished tanned skin for fur products. The project was registered on August 4, 1997, public comments must be received by September 5, 1997, and the ministers decision is due on September 15, 1997.
The proponent proposes to construct and operate a public executive eighteen hole golf course. The executive course is to be located immediately north of and connect to the Clovelly Trails Championship Golf Course (presently under construction). The course will occupy an area of approximately 25.52 hectares and staggers the municipal boundaries of the City of St. John's and the Town of Logy Bay -Middle Cove-Outer Cove. The golf course will be comprised of: eighteen holes with tees, fairways, bunkers, greens, irrigation system, asphalt cart trail system. The parking area, registration office, pro-shop, equipment and material storage warehouse will be shared with the championship course presently under construction. The project was registered on August 4, 1997, public comments must be received by September 5, 1997 and the minister's decision is due on September 15, 1997.
The proponent is proposing to recover and crush calcium silicate (commonly referred to as slag) from a designated portion of the main slag pile at the former Long Harbour phosphorus plant site and to crush calcium silicate recovered form other areas of the site during approved landscaping and/or shoreline erosion control operations. Calcium silicate crushing operations have previously been carried out at the site between 1985 and 1988, when approximately 750,000 tonnes of crushed calcium silicate was sent to markets in Florida. The project is tentatively scheduled to begin this September. The project was registered on August 4, 1997, public comments must be received by September 5, 1997 and the minister's decision is due on September 15, 1997.
Guidelines for the preparation of the Terms of Reference (TOR) for the EIS have been issued by the minister on July 31, 1997. Copies of the guidelines are available for information at the Environmental Assessment Division, St. John's office.
The minister has decided that an environmental impact statement is not required for the following undertaking which has recently been registered and examined by government and the public. The undertaking is released subject to other regulatory and permitting requirements.
