July 17, 1997 (Environment and Labour) Environment and Labour Minister Oliver Langdon has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the Regional Office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.
The proponent proposes to consolidate reusable auto parts for sale from the North Shore, Bay of Islands area for resale. The auto salvage yard will be located on the previous waste disposal site for the Town of Cox's Cove. The business will operate year round. Construction is tentatively scheduled to begin this August. The project was registered on July 14, 1997, public comments should be received by August 17, 1997 and the minister's decision is due on August 28, 1997.
The proponent proposes to construct and operate a dragway at the existing aerodrome at Gull Pond, Clarenville. The drag racing track, access road and parking area are already in place. Additions to the site will include fencing, guard railing, operations building and portable chemical toilets. The business will operate from June to October on designated weekends. The project was registered on July 14, 1997, public comments should be received by August 17, 1997, and the minister's decision is due on August 28, 1997.
The proponent proposes to construct a highway between Red Bay in the Straits Region of Labrador and Cartwright on the Southeast Coast, a distance of 325.5 kilometres. The road will cross a number of major watercourses and tributaries. The highway will be constructed to a Rural Collector Undivided 80 km/hr design standard. Access roads will connect to the communities of Mary's Harbour, Lodge Bay and Port Hope Simpson. The highway will be open year round. Construction is tentatively scheduled to run from 1999 to 2002. The project was registered on July 16, 1997, public comments are due by August 17, 1997, and the minister's decision is due on August 30, 1997.
The minister requested and received additional information related to the above undertaking previously submitted by the proponent on May 21, 1997 for environmental assessment review. This information will be considered by the Minister in determining whether or not an environmental impact statement is needed for this undertaking. This information is available to the public upon request.
Guidelines for the preparation of the EPR have been issued by the minister. The proponent may now proceed with the preparation of the EPR, which must be submitted for approval prior to the onset of any project activities. Copies of the guidelines are available for information at the Environmental Assessment Division, St. John's office.
The minister has received the Environmental Preview Report for this undertaking, to be located at a Mt. Scio Road building presently used for the same purpose. The document is available from the Environmental Assessment Division in St. John's. The deadline for written public comments on the document is August 16, 1997.
The minister has decided that an environmental impact statement is not required for the following undertaking which has recently been registered and examined by government and the public.
