June 30, 1997 (Environment and Labour) Environment and Labour Minister Kevin Aylward has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the regional office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.
The proponent proposes to construct a recreational vacation development on 53 hectares of undeveloped land at Wilburn Bay, Labrador. The location is approximately 20 kilometres from Happy Valley/Goose Bay and approximately five kilometres from the North West River Highway. An existing gravel road will provide access to the site. Proposed structures will include water slides, bumper boats, camping sites, laundromat, swimming pools, wharf, picnic sites, and washrooms. Construction of Phase One is tentatively scheduled to begin this summer. The project was registered on June 26, 1997, public comments should be received before July 30, 1997 and the minister's decision is due on August 10, 1997.
The proponent proposes an amendment to the District 14 five-year operating plan. The amendment will consist mainly of harvesting Class III overmature stands located on fairly steep terrain in the Robinson's River area. The project was registered on June 27, 1997, public comments should be received before July 30, 1997 and the minister's decision is due on August 11, 1997.
The proponent has submitted draft Terms of Reference (TOR) for the preparation of the Environmental Impact Statement for the project. Copies of the draft TOR are available from the Environmental Assessment Division, St. John's office. Comments should be received from the public before August 4, 1997. The minister's decision on acceptance of the TOR is due on August 7, 1997.
The minister has directed the proponent to prepare an Environmental Preview Report (EPR) to address data gaps in the Registration document. Additional information is required on: project design features, air emissions, sanitary sewage treatment, waste water discharge and process water supply. An Environmental Assessment Committee, with provincial and federal representatives, will be appointed to develop guidelines for the EPR and provide technical advice to the minister.
Guidelines for the preparation of the EPR's for the above four projects have been issued by the minister. The proponents may now proceed with the preparation of the EPR's, which must be submitted for approval prior to the onset of any project activities. Copies of the guidelines are available for the information of interested public at the Environmental Assessment Division, St. John's office. A guide to the Environmental Assessment Process is available from the Department of Environment and Labour. The minister encourages all interested parties to become involved and to make comments known.
