Environment and Labour Minister Kevin Aylward has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the Regional Office of the Department of Environment and Labour or by calling toll free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the Minister, and are welcome prior to the deadline date following each item.

  • NEW UNDERTAKINGS REGISTERED

    Stagg Pond Cottage Development Plan
    Proponent: Department of Government Services and Lands - Land Management Division

The project consists of the allocation of 15 cottage lots at Stagg Pond, near Maccles Lake, located between the boundary of the Bay du Nord Wilderness Reserve and the boundary of Terra Nova National Park. The Stagg Pond Cottage Development plan is an amendment to the Gambo-Port Blandford Crown Land Cottage Allocation plan. The proposal will involve the upgrading of 600 metres of road and the construction of 750 metres of new road. Development of the road and allocation of cottage lots is tentatively scheduled to commence in the spring/summer of 1997. The project was registered on June 11, 1997, public comments should be received before July 18, 1997, and the Minister's decision is due on July 26, 1997.

  • South Dildo Seal Skin Pickling Processing Plant
    Proponent: Carino Seal Pickling Limited

The proponent proposes to construct and operate a processing plant for seal skin pickling at the existing seal processing plant at South Dildo, Trinity Bay. Construction will include an extension to an existing building and installation of a tank facility. Estimated period of operation will be 10 months per year processing approximately 200,000 skins annually. The project was registered on June 12, 1997, public comments should be received before July 18, 1997, and the Minister's decision is due on July 27, 1997.

  • Roddickton Particleboard Plant
    Proponent: Wood Products Industry Ltd.

The proponent proposes to construct and operate a particleboard plant in the town of Roddickton. Activities include construction of the main building and equipment installation. The plant will operate seven days a week for seven to eight months a year. Shutdown months are scheduled for November to late February. Construction of the building is tentatively scheduled for summer 1997 with production of the particleboard due to commence in May 1998. The project was registered on June 13, 1997, public comments should be received before July 18, 1997, and the Minister's decision is due on July 28, 1997.

  • ASSESSMENT COMMITTEES APPOINTED:

The Minister has appointed Environmental Assessment Committees pursuant to Subsection 2 of Section 22 of The Environmental Assessment Act, RSN 1990, c. E-14 to advise him on scientific and technical matters and prepare technical and scientific reports related to the following two projects.

  • 1. St. John's Biomedical Waste Hydroclave and Incinerator
    Proponent: Atlantic Waste Management Inc.

    2. St. John's Southside Thermal Plant Repowering Project
    Proponent: Newfoundland Light and Power Company Ltd.

The St. John's Biomedical Waste Hydroclave and Incinerator assessment committee will be represented by the following provincial and federal agencies:

  • - Environmental Assessment Division - DOEL
    - Pollution Prevention Division - DOEL
    - Workplace Health and Safety Inspections Division - DOEL
    - Environmental Protection - Environment Canada

The assessment committee for the St. John's Southside Thermal Repowering Project will have representation from the aforementioned agencies, (excluding Workplace Health and Safety - DOEL), and in addition by:

  • - Department of Industry, Trade and Technology
    - Wildlife Division - Department of Forest Resources and Agrifoods
    - Energy Branch - Department of Mines and Energy
    - Cultural Heritage Division - Department of Tourism, Culture and Recreation
    - Parks Canada - Department of Canadian Heritage
    - Marine Environment and Habitat Management - Fisheries and Oceans Canada

Also, Community Health - St. John's Region, will act as advisor to this assessment committee on health matters.

  • TERMS OF REFERENCE APPROVED

    Torrent River Site 1C Hydroelectric Development
    Proponent: Torrent Small Hydro Corporation

The Minister has approved the draft Terms of Reference (TOR) as amended as the TOR for the Environmental Impact Statement (EIS) for this undertaking. The next step in the environmental assessment process is for the proponent to submit an EIS in accordance with the approved TOR, which will undergo government and public review. Copies of the TOR are available from the Environmental Assessment Division, St. John's office.

  • REVISED ENVIRONMENTAL PREVIEW REPORT SUBMITTED

    Garia Bay Power Development
    Proponent: Genergy Inc.

The proponent has submitted the revised Environmental Preview Report (EPR) for the above noted undertaking. Anyone wishing to review the document and submit comments may do so before July 18, 1997. The Minister's decision on the acceptability of the EPR and whether to release the project or require an EIS is due on July 28, 1997. Copies of the EPR are available at the Environmental Assessment Division, St. John's office.

  • GUIDELINES FOR ENVIRONMENTAL PREVIEW REPORT ISSUED

    Island Pond Hydroelectric Development
    Proponent: Newfoundland and Labrador Hydro

Guidelines for the preparation of the Environmental Preview Report (EPR) have been issued by the Minister. The proponent may now proceed with the preparation of the EPR, which must be submitted for approval prior to the onset of any project activities. Copies of the guidelines are available for information at the Environmental Assessment Division, St. John's office.

  • NO ENVIRONMENTAL ASSESSMENT REQUIRED:

The Minister has decided that an environmental impact statement is not required for the following undertaking, which has recently been registered and examined by government and the public. The undertaking is released subject to other regulatory and permitting requirements.

A guide to the Environmental Assessment Process is available from the Department of Environment and Labour.
