April 30, 1997 (Environment and Labour) Environment and Labour Minister Kevin Aylward has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the regional office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.
The proponent proposes to construct and operate a 180 MW electricity generating plant adjacent to the proposed Voisey's Bay Nickel Company Ltd. smelter/refinery at Argentia, Placentia Bay. The plant will either be a combined cycle cogeneration or simple cycle gas turbine facility. If the combined cycle option is selected, electrical power will be produced using three 47.5 MW gas turbines that will feed hot exhaust gases into three recovery steam generators connected to a 37 MW steam turbine. Steam may be extracted from the steam turbine and used for heating and various process applications in the smelter/refinery plant.(cogeneration). If the simple cycle gas turbine option is chosen, electrical power will be produced using four 47.5 MW gas turbines only. The proposed project will be designed and constructed over a 36 month period. Site construction is tentatively scheduled to begin in July 1998. The project was registered on April 28, 1997, public comments are due on May 30, 1997 and the minister's decision is due on June 12, 1997.
The minister has decided that an environmental impact statement is not required for the following undertaking which has recently been registered and examined by government and public. The undertaking is released subject to other regulatory and permitting requirements.
As a result of the 1997/98 Budget, the provincial government now requires that a registration fee of $200 (+HST) must accompany each registration submitted under the Environmental Assessment Act, RSN 1990 c. E-14. The fee is non-refundable and registrations will not be accepted in advance of payment of the fee. Non-profit organizations are exempt.
