April 3, 1997 (Environment and Labour) Environment and Labour Minister Kevin Aylward has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the regional office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.
The proponent proposes to construct and operate a hydroclave steam sterilization system and a small pathological type incinerator, capable of disposing of biomedical waste, at the existing MUN Mount Scio incinerator site on Mount Scio Road in St. John's. The proposal includes the transportation, treatment and disposal of biomedical waste for the Newfoundland and Labrador Health Care Association. Outside modifications to the site include the installation of a sealed compactor unit, propane fuel storage unit and appropriate signage. The interior of the building will be slightly modified to accommodate the new equipment, but the overall structure and appearance will not be changed. This proposal is for an estimated five year period. After the initial five years, the proponent anticipates moving the biomedical treatment operation to another location in a facility specifically designed for this purpose. The project was registered on March 27, 1997, public comments are due on May 2, 1997 and the minister's decision is due on May 11, 1997.
The proponent proposes to realign the existing road east of Churchill Falls in the area of Wilson Lake, starting at the West Wilson River bridge and extending to the East Metchim River bridge. The road will be a two lane gravel surface highway for a distance of 26 km. Road construction is tentatively scheduled to commence during the 1997 construction season. The project was registered on April 1, 1997, public comments are due on May 2, 1997 and the minister's decision is due on May 16, 1997.
The minister has directed the proponent to prepare an Environmental Preview Report to address data gaps identified in the registration document. Additional information is required on: project design features, NOx, SO2 emissions, waste treatment, municipal and marine services, fish and fish habitat, and Environmental Protection Plan.
The minister has decided that an environmental impact statement is not required for the following undertaking which has recently been registered and examined by government and public. The undertaking is released subject to other regulatory and permitting requirements.
As a result of the 1997/98 Budget, the government now requires a $200 administrative fee be charged to all proponents registering an undertaking pursuant to the Environmental Assessment Act. This fee is effective as of April 1, 1997. Cheques must accompany registration documents and be made payable to the Newfoundland Exchequer Account.
