Environment and Labour Minister Kevin Aylward has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the regional office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.

  • ENVIRONMENTAL PREVIEW REPORT REQUIRED:

    Portugal Cove-St. Phillips Waste Incinerator
    Proponent: Michael Murray

The minister has directed the proponent to prepare and submit an Environmental Preview Report. The issues to be addressed include, but are not necessarily limited to:

  • - additional information on project features, incinerator operation and future expansion options;

    - detailed information on feed waste including: characteristics, volume, transportation, storage/handling arrangements and quality assurance/quality control protocol;

    - detailed information on emissions including: characteristics, volume, and other potential emissions not discussed or evaluated in the registration document;

    - detailed information on process water and liquid effluent including: expected characteristics, contaminants, chemical composition, as well as waste-water volumes and treatment;

    - detailed information on ash produced including: chemical composition, volume and disposal;

    - detailed information on a long term monitoring program including: emissions, effluents, waste water, leachate, solid waste, soil, vegetation and stack testing.

    As well the EPR must address all relevant public concerns.

The minister encourages all interested parties to become involved and to make comments known.
