Environment and Labour Minister Kevin Aylward has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies may be obtained by contacting the regional office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.

  • NEW UNDERTAKINGS REGISTERED:

    Winterton Auto Salvage and Recycling
    Proponent: Leander Coates

The proponent proposes to construct and operate an automobile salvage yard off Route 80 in the community of Turks Cove. The salvage yard will be located behind the home of Mr. Coates, adjacent to his garage. This will be a year-round operation with vehicles being dismantled and recycled on an ongoing basis. Construction is tentatively scheduled to begin this spring. The proposal was registered on February 5, 1997 and the minister's decision is due on March 22, 1997.

  • Corner Brook Steam Generating Unit
    Proponent: Corner Brook Pulp and Paper Limited

The proponent proposes to install a back pressure/extraction cycle turbine-generator onto Number 7 Boiler with a capacity to produce up to 15 megawatts (MW) of electrical power. The project will be located at the existing pulp and paper mill site in Corner Brook. The steam turbine and associated infrastructure will be housed inside the existing mill building in the area currently occupied by obsolete boilers No. 1 and No. 2. There will be no increase or modification to the fuel supply, storage or transport systems for the proposed project. Construction is tentatively scheduled to begin once all approvals are in place, and will take approximately 24 months to complete. The project was registered on February 5, 1997 and the minister's decision is due on March 22, 1997.

  • Paddy's Pond Commercial Airstrip
    Proponent: Wayne T. Grimes

The proponent proposes to construct and operate an airstrip approximately five kilometres southeast from Topsail Road on Route 1 between Cochrane Pond and the MUN woodlot. The runway will measure 640 m long, 23 m wide and have an 11.5 m wide shoulder and apron area. An area for public parking will be provided. No other buildings, other than a small structure to house electrical equipment, are planned for the immediate future. A future lighting system will permit night time operations. There will be no fuel storage at the airstrip. Construction is tentatively scheduled to begin early this summer. The project was registered on February 5, 1997, and the minister's decision is due on March 22, 1997.

  • Long Harbour Thermal Power Generating Facility
    Proponent: Newtide Resources Inc.

The proponent proposes to construct and operate a 200 megawatt electric power generating facility to be located at Long Harbour. The electric power is intended for sale to Newfoundland and Labrador Hydro. The facility will consist of four nominal 50 megawatt low speed, two- stroke diesel engine driven generator sets in combined cycle with an 11 megawatt steam turbine generator, using Bunker C fuel oil as the primary fuel. The project will be located on the property of the former Albright and Wilson Americas Phosphorous Plant. Construction is tentatively scheduled to begin in the spring of 1998. The project was registered on February 6, 1997, and the minister's decision is due on March 23, 1997.

  • Granite Canal Hydroelectric Development (Resubmission)
    Proponent: Newfoundland and Labrador Hydro

The proponent proposes to construct and operate a 42 megawatt (MW) hydroelectric development and associated 230 kilovolt (kV) transmission facilities. The Granite Canal hydroelectric development was previously registered on May 14, 1987. The proponent was directed to prepare an Environmental Impact Statement (EIS). The EIS was never completed. The proponent was required to register the project again, as per Section 5(3) of the Environmental Assessment Regulations, as the three year period for the submission of the EIS has expired. The project is at Granite Canal which is located within the Bay d'Espoir System between Granite Lake and Meelpaeg Reservoir. The proposed Granite Canal development would divert flows south from the existing canal through a new power canal and generating station en route to Meelpaeg Reservoir. The project was registered on February 7, 1997, and the minister's decision is due on March 24, 1997.

The public is invited to examine these registration documents and offer written comment to the minister on whether an Environmental Impact Statement (EIS) should be ordered. The deadline for the receipt of public comments is March 15, 1997.

  • ADDITIONAL INFORMATION SUBMITTED:

    Argentia Nickel Smelter and Refinery
    Proponent: Voisey's Bay Nickel Company Limited

The proponent has submitted additional information on the process water for the smelter/refinery. It has been determined that the smelter/refinery at Argentia will require approximately 1,200 cubic metres of water per hour for its operation. A number of options are being examined. The sources for the water being considered are: Smith's Pond (Southeast River), Northeast River, Ship Harbour Big Pond and Rattling Brook Big Pond. Copies of the information are available to the public. Comments are welcome which may be included in the Terms of Reference for the EIS.

NO ENVIRONMENTAL ASSESSMENT REQUIRED

The minister has decided that an environmental impact statement is not required for the following undertaking which has recently been registered and examined by government and the public. The undertaking is released subject to other regulatory and permitting requirements.

  • - Fleur de Lys Marine Oil Purification Plant
