Minister requires Environmental Impact Statement for Silver Mountain Hydro Development Proposal

Kevin Aylward, Minister of Environment and Labour, announced today that an Environmental Impact Statement (EIS) will be required for the Silver Mountain Hydro Development proposal. The proponent, Deer Lake Power Company, proposes to build a 70 megawatt hydro-electric facility on the Upper Humber River above Main Falls. The company wants to sell the power to Newfoundland and Labrador Hydro to help service the Voisey's Bay Nickel Smelter.

The project was registered for environmental assessment on November 29, 1996. Since that time, the department has received approximately 30 submissions from individuals and groups in response to the registration document. Over the next few weeks, a committee will begin to develop the guidelines for the Environmental Impact Statement. The minister stated that public comments on the development of these guidelines are welcome and that people will have an opportunity to comment on the guidelines before they are finalized. Mr. Alyward said: "We want to ensure that members of the public have every reasonable opportunity to comment on this proposal and to ensure that their concerns will be addressed in the Environmental Impact Statement."

Mr. Aylward went on to say that the environmental assessment process is there to ensure that projects such as the proposed Silver Mountain Hydro-electric development are throughly assessed for possible impact on the environment. Public opinion is an important part of the process and no decision would be made on this project without giving full weight to comments expressed by interested parties.
