The following statement was issued today by Julie Bettney, Minister of Works, Services and Transportation. It was also read in the House of Assembly:

I would like to table for Honourable Members of the House of Assembly the list of projects identified under the Provincial Capital Roads Program for fiscal year 1996/1997. The department plans to call tenders starting immediately and work will be completed during summer and fall. This year's projects, including carry-over and committed work, totals $6 million and consists of various road and bridge repairs, along with some paving. The Provincial Highways Program is primarily provincially funded. Total capital expenditure on highway construction this year will amount to $64 million. This includes:

  • $30 million under the Trans Canada Highway Agreement
  • $20 million under the Regional Trunk Roads Agreement
  • $8 million for the Trans Labrador Highway
  • $6 million under the Provincial Roads Program

The projects to be carried out under this Provincial Capital Highways Program reflect the priorities established by my department to improve the overall transportation infrastructure of Newfoundland and Labrador. The government realizes that the projects I am announcing today will not meet all requirements for highway improvement throughout the province. However, given the restraint that government must adopt, the amount of funds approved for this program, and the others just mentioned, is significant and will provide employment throughout the provincial highway construction industry.

For the information of Honourable Members, I have listed each project separately.

Department of Works, Services and Transportation 1996-97 Provincial Roads Program

    1. Add sidewalk to Clarke's Brook Bridge, Benoit's Cove.
    2. Replacement of concrete bridge on Terrenceville Road with pipe.
    3. Replacement of structural plate pipe Harbour Mille Road with new pipe.
    4. Paving of Wing's Point Road.
    5. Replacement of corrugated metal pipes at Duntara and Summerville.
    6. Upgrade Route 235 through the Ryan Premises, Bonavista. (100 per cent federally funded)
    7. Replacement of corrugated steel culverts at three locations on Creston Boulevard, Marystown.
    8. Resurfacing approximately one kilometre of Red Harbour Hill on Route 210, Burin Peninsula Highway.
    9. Improvements to drainage on Carbonear Bypass Road.
    10. Replacement of timber deck on Mary's Harbour Bridge.
    11. Paving road to Salmonid Centre, Grand Falls-Windsor.
    12. Upgrading and paving roads in Conception Harbour.
    13. Replacement of a corrugated metal pipe on Reidville Road with new pipe.
    14. Construction of new bridge on Highlands River, O'Reagans.
    15. Repairs to various culverts on Trans Canada Highway that were damaged in the storm of February 17, 1996.
    16. Paving roads in Ship Cove.
    17. Replacement of bridge on Bartlett's Brook, L'Anse Aux Meadows Road, with pipe.
    18. Replace corrugated metal pipe near George's Brook with new pipe.
    19. Paving Morrisville to Milltown.
    20. Paving Seldom to Fogo.
    21. Paving Gambo towards Hare Bay.
    22. Placement of calcium chloride on gravel roads in built up areas.
