Judicial inquiry to be held into death of youth at Whitbourne Youth Centre
Chris Decker, Minister of Justice and Attorney General, announced today that the RCMP have completed their investigation into the circumstances surrounding the death of a young offender, who died while in custody at the Newfoundland and Labrador Youth Centre on June 13, 1995. The RCMP have informed the Department of Justice that no criminal charges will be laid as a result of their investigation.
With the completion of the RCMP investigation, the Department of Justice reviewed the matter to determine if a judicial inquiry is warranted.
The minister today announced that a judicial inquiry has been ordered into the circumstances surrounding the death of this young offender. The time and date of the inquiry will be determined by the inquiry judge who will be appointed by the Chief Judge of the Provincial Court.
