Study underway to determine if mandatory inspections for cars, 
light trucks and vans should be reinstated

Ernest McLean, Minister of Government Services and Lands, says a study is underway that will help government determine if it should reinstate mandatory inspections for cars, light trucks and vans.

The mandatory inspection program was discontinued by the previous administration effective November 16, 1994. The elimination applied only to cars, light trucks and vans.

Mandatory inspections are still required annually on large commercial vehicles and commercial trailers. School and public passenger buses are still required to have semi-annual inspections. A new requirement for annual inspections on taxis was also introduced.

Mr. McLean said the study to determine the impact of the elimination of the mandatory inspection program has been underway since January. It is scheduled for completion by the end of April at which time the report of the study will be considered by Cabinet.

The study is being undertaken by Motor Registration Division of Government Services and Lands. A decision in expected by late spring.

While no public hearings are scheduled, there will be extensive consultation with the automotive industry including parts suppliers, automobile dealers and official inspection station operators as well as the Insurance Bureau of Canada. The study will also take into consideration the views of the police, the provincial Highway Enforcement Officers, and the concerned groups and citizens who have been advocating a reinstatement of the program.

Mr. McLean said the study will be comprehensive and will include an evaluation of accident reports, roadside inspection statistical reports, correspondence that was received from the general public and the overall media response and reaction to the discontinuation of the mandatory inspection program.

Outside the Atlantic provinces, no other Canadian jurisdiction requires annual mandatory inspection of cars, light trucks and vans.

As it is generally known, the previous program having to do with the inspection of cars, light trucks and vans applied to vehicles four model years old or older.
