Environmental assessment bulletin Environment and Labour Minister Kevin Aylward has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies can be obtained by contacting the regional office of the Department of Environment and Labour or by calling toll-free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.
The proponent proposes to construct a 70 megawatt (MW) hydroelectric development on the Upper Humber River near Silver Mountain. The proposed development will comprise of a rockfill dam and adjacent spillway, a cutoff dam, freeboard dyke and intake to divert water from the reservoir through an 11 kilometre tunnel and powerhouse system to return the water to the river above Birchy Flats. The transmission line will be approximately eight kilometress and connect to the existing Newfoundland and Labrador Hydro Cat Arm transmission line. The reservoir will have an overall length of approximately 10 kilometres in a northwest/southeast direction and will have an average width of about 2.5 kilometres. The generated electricity will be fed into the island grid. Construction is tentatively scheduled to begin in the spring of 1998. Company contact persons are : Donald J. The project was registered on November 29, 1996 and the minister's decision is due on January 13, 1997.
The proponent proposes to construct and operate a sod production and peat harvesting operation near Fischell's Brook. The bog is 15.2 hectares and the operation will consist of ditching, installation of settling ponds, stripping of natural vegetation, liming, fertilizing and seeding. Startup is tentatively scheduled to begin in the spring of 1997. The project was registered on November 29, 1996 and the minister's decision is due on January 13, 1997.
The proponent proposes to construct and operate a marine oil processing plant in the community of Fleur de Lys. The purpose of the undertaking is to process marine oils from fish and seals harvested by fishers and landsmen seal hunters in the province. The undertaking will consist of an oil processing facility and storage area, offices, parking lot, storage yard and oil storage shed. Construction is tentatively scheduled to begin mid-summer 1997. The project was registered on November 27, 1996, and the minister's decision is due January 11, 1997. The public is invited to examine these registration documents and offer written comment to the minister on whether an Environmental Impact Statement (EIS) should be ordered. The deadline for the receipt of public comments is January 3, 1997. PROJECT RELEASED:
The Transshipment Terminal Project has been registered under the Environmental Assessment Act and an opportunity has been provided for public input. Based on the scientific and technical advice received in accordance with the act, the minister has determined that the project may proceed subject to all applicable permits, approvals, authorizations and relevant legislation. The minister's decision is applicable only to areas of provincial authority. The project is also currently undergoing review under the Canadian Environmental Assessment Process. A Comprehensive Study Report has been completed by the Department of Fisheries and a decision will be announced in due course. NO ENVIRONMENTAL ASSESSMENT REQUIRED The minister has decided that an environmental impact statement is not required for the following undertakings which have recently been registered and examined by government and the public. The undertakings are released subject to other regulatory and permitting requirements.
