Environment and Labour Minister Kevin Aylward has announced the following events relative to the Environmental Assessment Act. In the case of documents received or approved, copies can be obtained by contacting the Regional Office of the Department of Environment and Labour or by calling toll free 1-800-563-6181. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date following each item.

NEW UNDERTAKING REGISTERED:

  • Newfoundland Transshipment Terminal Project
    (Proponent: Chevron Canada Resources Limited/Mobil Oil Canada
    Properties/Petro-Canada)

The proponents propose to construct and operate an oil transshipment terminal in Newfoundland. The terminal would initially be built to accept production from the Hibernia field and, at some date, to handle product from other producing fields on the Grand Banks or future fields on the west coast of the island of Newfoundland. The transshipment activities would likely include the loading and the transporting of crude oil using shuttle tankers from the production platform to an onshore terminal, discharging the crude oil into the terminal storage and reloading the crude oil from the transshipment terminal storage into other tankers for transportation to markets. The Whiffen Head site, located on the eastern shore of Placentia Bay, about three kilometres south of the North Atlantic Refinery at Come by Chance, was selected as the preferred site. The marine facilities will consist of an approach causeway, trestle and jetty with berthing and marine topside facilities. The onshore facilities will consist of a tank farm (initially three 500,000 bbl tanks), a tank heating system, interconnecting flowlines, support facilities, a waste water handling system and a fire protection system. Crude oil from the Hibernia production site will be transported by tanker year round by two 127,000 dwt (cargo capacity of about 850,000 bbl crude oil) shuttle tankers. The terminal will be operated 24 hours per day, 365 days per year.

The proposal was registered on September 11, 1996 and the minister's decision is due on October 26, 1996.

This project is also being reviewed simultaneously by the federal government under s. 21 of the Canadian Environmental Assessment Act which requires the completion of a comprehensive study report by the federal responsible authority, the Department of Fisheries and Oceans.

The public is invited to examine this registration document and offer written comment to the minister on whether an Environmental Impact Statement (EIS) should be ordered for this proposal. The deadline for the receipt of public comments is October 17, 1996.

NO ENVIRONMENTAL ASSESSMENT REQUIRED

The minister has decided that an environmental impact statement is not required for the following undertaking which has recently been registered and examined by government and the public. The undertaking is released subject to other regulatory and permitting requirements.
