Province approves conditional licence tospray Bt to control hemlock looper

Kevin Aylward, Minister of Environment and Labour, announced today that the Department of Environment and Labour has given the Department of Forest Resources and Agrifoods approval to conduct a spray program using Bt, to combat the hemlock looper, in zones that are not in protected water supply areas. Licences to conduct spray programs in areas outside of protected waters supply areas will be issued today by the Department of Environment and Labour.

Permission to conduct the spraying in protected water supply areas, however, will be contingent on a consultation process between the towns affected and the Department of Forest Resources and Agrifoods, in which the Department of Environment and Labour will also participate. The minister said given the concerns of people in affected municipalities, his department will reserve the issuing of licences in these areas until municipalities have been fully consulted and given their approval. "Since the final decision rests with towns with protected water supply areas, we want to ensure that they are able to make informed decisions on whether or not to allow the spray program to proceed in their water supply areas. We will require that the Department of Forest Resources and Agrifoods prepare a municipal information program that outlines the details of the upcoming spray proposal. The Department of Forest Resources and Agrifoods, will be encouraged to use outside expertise such as the Department of Environment and Labour and the Department of Health and the manufacturer of Bt in developing the program.

The information program has to be approved in advance by the Department of Environment and Labour.
