Consultation Paper for a Strategic Social Plan

Roger Grimes, Minister of Education, announced today that the Government of Newfoundland and Labrador is in the final stages of preparation of a Consultation Paper for a Strategic Social Plan. The consultation paper is expected to be released in late May.

Robert Jenkins, a public servant with the government for over 25 years, has been appointed the deputy minister responsible for the Strategic Social Plan. Patricia Cowan has been retained by government as a consultant in the preparation of the consultation paper. Ms. Cowan has a very detailed background in social policy, especially as it relates to children's and women's issues.

As committed by the government, a Social Policy Advisory Committee will be formed. The advisory committee will be made up of persons drawn from social action groups, the voluntary sector, educators , health care providers and others. The advisory committee will begin consultations across the province following the release of the consultation paper.

"The government is keeping its commitment of province-wide consultation. The Strategic Social Plan will help government meet the basic human needs of our citizens and to advance the economic development of our province. The consultation process will ensure all suggestions and concerns are heard in making these important decisions," said Mr. Grimes, Chair of the Cabinet Committee on Social Policy.

The minister went on to say that following the consultations, a report will be prepared and presented to government. The government will draw on this report to complete the development of a Strategic Social Plan as scheduled for early 1997.

"The issues to be dealt with in the Strategic Social Plan are complex and require a comprehensive approach. They require the input of a broad range of our citizens, as did the Strategic Economic Plan," said Grimes.
