Framework agreement established to set up 10 interim school boards and a provincial construction board

Education Minister, Roger Grimes, says a framework agreement has been established for the setting up of 10 interim school boards and a provincial construction board. The agreement resulted from extensive meetings between department officials and the denominational education councils. Both parties began meetings in late March to see if consensus was possible on some key issues in educational reform.

Mr. Grimes said the intention is to introduce legislation before the legislature breaks for the summer enabling government to put the interim interdenominational boards in place for September 1996. They would remain in place until the next regularly scheduled school board elections in November 1997. The first task of the interim boards will be the hiring of the directors of education to begin planning for the 1997 school year. The existing 27 school boards will be phased out during the first four to six months of the 1996-97 school year.

The school construction board's main function would be to see that school construction, renovation and extensions are based on province- wide need.

Talks will continue to finalize details of the framework agreement including the development of provincial parameters which will determine when schools will be constructed, consolidated or closed.

Meanwhile, government will be consulting with the Newfoundland and Labrador School Boards Association, Newfoundland and Labrador Teachers' Association, Newfoundland and Labrador Home and School Federation, as well as carrying out a public consultation process throughout the province beginning in late May. Issues to be discussed will focus on enrolment trends, necessarily existent schools, and student transportation.
